Implement a point system for user moderations

Boomerang offers the ability to track the standing of your server members using points. When a user in your server is moderated via Circle, Boomerang will add the configured amount of points for that action. You can configure the amount of points per action using /config. This system is solely designed to use Circle and you cannot use other moderation bots.
